MID 2027 COMMUNITY PROJECT

Gungahlin Pluckers
(A Multicultural Finger-style Stringed Instrument Gathering)

Gungahlin Pluckers is a five-minutes-each learning-jamming-recording gathering for people who pluck acoustic or electric guitar, sitar, bass, harp, mandolin, banjo, ukulele, pipa, lute, lyre, or zither. Small battery powered amps are welcomed.

Gungahlin Pluckers is planned for mid 2027 at the Gungahlin Community Centre (ACT) where (after half an hour of free snacks in the kitchen) members enter the nearby Snowgum room to deliver and control their own jams ... for five-minutes-
each.

Gungahlin Pluckers will be started by older folk to iron out the bugs in constitution and procedures so that it is easy for community groups of any age or demographic to copy the text and form their own music gatherings.

Recordings (eg jingles) can be uploaded immediately after recording and registered (through APRA) with an equal percentage of royalty (composer/author) rights accorded to each APRA registered person as negotiated (chosen) by the 5-minute-conch-controller at the time

A big TV displays chords and lyrics with the option to cast personal content through an AppleTV

No revenue (other than entrance fees) employment, subcontracting, sales, merchandising, trade or fund-raising are administered by the Pluckers

No physical assets (inventory or equipment) is kept by the Pluckers other than books and records required for reporting to members and authorities

Core Pluckers tenets of: transparency; non-profit status; democratic voting; no assets; no receipt of cash donations or grants (unless the funds go directly in one transaction to the forward payment of room hire) can only be modified through formal motions put to the club's AGM in the first week of July after elections have taken place

Input code times out and doors 'lock' with an alarm at end of booking - security comes to check if doors are still open

Desired number and layout of tables and chairs are set up by staff prior to arrival
SEATING
A square of 4 tables and 20+ chairs is perfect for guitarists to feed a mixer and or share a few iPads where live cameras or song graphics can display on the bigTV.

Another two tables in an inset/enclave in the corner serve as a safe place to quickly store and stack cases, gear etc.

POWER
On ground level (30cm up) there is one near the TV and four in the above-mentioned enclave in the corner.  Good for recharge or for speakers that have wireless receivers.
There are one male, one female and two unisex toilets (including showers) straight outside the door

SHOWERS
Allows folk to arrive and shower
ROOM HIRE
Increments of half hour can be booked pro-rata
MAYBE ... BEST PART OF $30 PER GATHERING INCLUDING 1/2 HOUR OF KITCHEN TIME 'BEFORE'
KITCHEN OPTIONS
May be able to book kitchen meets, greets, tunings and DIY food prep 1/2 hour before Snowgum room club activity actually starts
Kitchen as an add-on is $9 per hour
0.5 hours @ $9 per hour = 4.50
eg 6:30-7:00pm (or earlier in day)
The kitchen will have two tables installed permanently in the centre of the kitchen.

A place to prep food but also to rest equipment and prep HDMI setup for the Snowgum room.
Snowgum room $25 per hour
1 hours @ $25 per hour = 25.00
eg 7:00-8:00pm (or earlier in day)
There is one HDMI input built in to the wall with a selector for/from different devices (eg laptops)

*NB: $20 USB-C to HDMI cables from KMart connect USB-C iPads to TVs in other environments very well but not on this setup with the wall HDMI socket.

The firmware/software handshake is probably too distant for the cable to act as a conduit.
The ideal is an HDMI switcher allowing for a Rodecaster 'and' AppleTV signed in over CBR wifi.

TESTED APPLETV 10 JULY '26
The ACT Govt free wifi is (of course) a captive wifi so there are limits but (surprise surprise) the old v2HD AppleTV logged in to the wifi no problem.  Opening iCloud No.  Listing apps from an account NO.  But (forgot to take iPhone) casting could be a possibility.  Will try later.
HDMI thru TVs
is the only input-output for delivering audio to a room.  The centre has no built in audio wiring other than the cat-5 data ports around the place for the ACT Govt staff.
MIXER OPTIONS
Grouping guitar leads through a small mixer with XLR output to the RodeCaster Video S would ensure super clarity for both recording and monitoring without the need for headphones and other gunk.

Guitarists with good wireless TX and RX gets rid of lead politics too.

Cheap mixer candidates are:
6 or 10 Channel knock-offs at Swamp in Canberra
or the Yamaha G10 at BetterMusic
JAMMING THROUGH A MIXER
The Rodecaster Video S (being an AV mixer/switcher) can take good stereo ambience from quality condensor mics or route a bunch of guitar inputs from a separate mixer with XLR output.

Latency for audio on the Rodecaster (when set to 0) is ever so slight (maybe 50ms) giving a nice reverb through the TV.
INSURANCE: (see link to conditions of hire) [If required to the] Hirer must ensure it obtains and holds current public liability insurance to the value of $10 million for the Hire Period.

If the Hirer is an incorporated association, not-for-profit organisation, or private individual, the Hirer can opt-in to the
Territory’s public liability insurance by written notice to the Territory, such as via email, subject to
payment of the $250 opt-in fee.
INCORPORATION ... is about $240 rego with ACT govt.

OFFICIAL RULES - NOT FOR PROFIT STATUS
"To receive the community hire rates, hirers are required to provide supporting documentation from the Australian Charities and Not-for-profits Commission (ACNC) confirming their organisation's not-for-profit status."

So ... incorporation and Duck for Cover or the option to take up the ACT Gov's public liability insurance (if it is annual) for $250 is a must.
ADMIN FOR NOT FOR PROFIT STATUS
Have pasted the relevant 'clauses' required by the ACNC in to the draft constitution for:
  • Winding up assets and
  • Not for profit declaration
